Factbox-What is likely to be in UK finance minister Healey's budget?
By Andy Bruce and Suban Abdulla
LONDON, Oct 28 (Reuters) - British finance minister John Healey will announce his first budget on Wednesday under pressure to deliver on promises to ease the cost of living for households and to help businesses.
However, Healey's options are limited by high government borrowing costs and the big tax increases introduced by his predecessor Rachel Reeves.
Here's what is likely to be included in the first budget since Andy Burnham became prime minister in July.
MAIN MEASURES: DEFENCE, BANK TAX, FISCAL DEVOLUTION
• Burnham said on Monday that the budget would set out a plan to fully fund the government's defence commitments alongside a pathway to hitting a 2035 NATO spending pledge
• The budget's main revenue-raising measure will probably be a levy on banks to fund a targeted, temporary package of support for households. The Guardian said energy subsidies worth more than £1 billion ($1.3 billion) could help mostly lower-income households, smaller than other recent support programmes
• Healey is expected to outline fiscal devolution plans to transfer power and funds to regional leaders across England, who will be able to retain a share of locally generated tax. He has already announced a new £1.5 billion borrowing facility
• Britain's minimum wage for those aged 21 and older is expected to rise to about £13.20 an hour from £12.71 — an increase of 3.9%, the Times reported
• Fuel duty, which has not been increased since 2011, looks set to be frozen again by Healey, the BBC said
ANNOUNCED MEASURES
• £20.4 billion ofadditional supportfor a state business lender and an infrastructure bank over roughly half a decade
• Plans to cut paperwork and extend the suspension of some trade tariffs tohelp businesses savealmost £800 million a year
• Higher tax-free mileage allowances, paternity pay for the self-employed, an end to the earnings 'cliff edge' for unpaid carers and tariff cuts on more than 100 imported goods
• Standing charges for gas bills to bescrapped for millions of households, saving 60% of account-holding households around £45 a year, Healey announced ahead of the budget
OTHER POSSIBLE MEASURES
• Healey will set out more details of how the scheme to help first-time home buyers get on the property ladder will work
• Healey plans a £1 billion tax crackdown on online marketplaces such as Amazon and Temu, the Times reported
• media have speculated about possible tax hikes for the gambling industry
• Healey will not expand the scope of a planned "mansion tax" by lowering the threshold from £2 million to £1.5 million in the budget, the FT reported
• An emergency cut in fuel duty introduced after Russia's full-scaleinvasion of Ukraineis set to expire in January. However, no government has raised fuel duty since 2011, and Healey has hinted that he might stop the increase
• Healey has rejected calls to raise capital gains tax in an attempt to avoid a hit to business investment
